Responsibilities

Responsible for management of the purchasing department

  1. Day to day management for the Purchasing functions include procurement, contracting, receiving, distribution and inventory management
  2. Create a strategic centralized supply chain and materials management system for supplies and services to create cost savings and value, while driving vendor and Agency compliance
  3. Develop, publish and revise policies and procedures for the efficient operation of the Purchasing Department
  4. Maintains inventory for medical equipment and assist with development and monitoring of the Medical Equipment Management Plan
  5. Formulate, direct and coordinate the department activities and policies with direct reports in the promotion of the Agency and its services; oversee the timely and accurate completion of all initiatives, projects and assigned duties
  6. Supervise direct reports; oversee the hiring, training, coaching and mentoring, recognition, and performance evaluations of staff; and evaluate and determine unit staffing/succession requirements
  7. Address opportunities for improvement at a structural level, rather than on the event basis in order to assure that problem resolutions are long term solutions and that service breeches are negligible
  8. Maintain relationships with other department heads through the establishment of service level agreements governing these relationships for supply and designated patient care equipment; conduct studies relative to material utilization within the Agency and customer satisfaction surveys and follow up  

Responsible for maintaining relationship with suppliers and vendors

  1. Identify and source new suppliers and vendors using request for proposal process, managing supplier selection process based upon price, quality, support, capacity and reliability.
  2. Develop, negotiate, and administer purchase agreements at the local level if a GPO agreement is not available or competitive. Documenting and delivering cost savings and value added processes to the Agency
  3. Develop and maintain strategic relationships with key suppliers and vendors, monitor compliance with contractual agreements, internal quality standards, and regulatory requirements
  4. Troubleshoot cost quality and delivery concerns with vendors to manage Agency risk relating to quality, cost, delivery and supply of purchases
  5. Facilitates timely placement of purchase orders, reviewing purchase requests for proper authorization and compliance with Agency policy and procedures

Responsible for supervising the courier (messenger) positions

  1. Maintain logistical routes for in house couriers/messengers
  2. Ensure that inter-office mail is delivered in a timely manner
  3. Ensure that medication deliveries are made in a timely manner

Qualifications

Bachelor’s Degree in Business Administration or a related field with a great understanding of supply chain management and purchasing in a healthcare related field.  Three to five years of purchasing management preferred
